Clusters, like other economic entities, can be grouped into other categories with common characteristics. Examples can be found in the food and agriculture, tourism industries, etc.. For each category, horizontal programs can be established with the identification of the critical points of the value chain and the strengthening of these points. The other business entities, not identified as clusters, remain candidates for other types of economic development projects.
