The development policies based on clusters require continuity to provide results. Therefore, governments and development organizations need to establish action plans for the medium and long-term.  

 

The first step is to identify and characterize the clusters in the relevant region, before prioritizing these clusters according to their strategic importance and decide when to lead competitive improvement initiatives. This phase is performed regularly by development organizations, paying special attention to the definition of clusters and strategic objectives in the region.

After selecting the key clusters and establishing an action plan, cluster initiatives are conducted in each of the clusters. This includes not only the mobilization and strategic analysis but also the implementation of an action plan to improve the competitive nature of the companies involved and their environment.

 

From the studies realized for each of the clusters, policy guidelines are established to help the improvement of new policies regarding infrastructure, innovation, internationalization, etc. Ultimately, the studies should benefit the entire business sector (companies within and outside the specific cluster).
