Collaboration in clusters, among clusters, and with other productive realities is fundamental for dynamic transformation of economic systems.
Being so relevant, specific instruments and actions have to be defined to achive collaboration in the cluster.
In order to have an effective cluster collaboration, its members must have a common strategic goal that motivates all of them, a governance, a professional cluster manager, activities that facilitate interaction, and transforming actions. And of course, economic resources to execute all these.
The cluster unit is not strong and dynamic enough alone, it needs the support of a program or policy that suports each cluster with economic and human resources, providing a sense of being, strategic guidance, counseling and motivation.
Countries in Latin America are still working to achive the whole collaborative cluster potencial.
