The Teresina mayor's office hired Cluster Consulting to design the economic development program for the city of Teresina.
The project, developed in 2017 by Cluster Consulting, was the Economic Development Plan of Teresina through the strengthening of business competitiveness through a policy of clusters.
This consisted in the identification, characterization, prioritization of the Teresina clusters, and the construction of the execution strategy of the cluster policy in the city of Teresina.
During the project, the main clusters of the city were identified from primary and secondary data and from the analysis of information. After being identified, the clusters were characterized based on the detail of social and economic information. Finally, there was a prioritization of the clusters and a strategic plan for the development of the clusters of the city of Teresina was drawn up.
From the beginning of the project an effort was made to mobilize and organize the different agents of the territory (with emphasis on the private sector) that was accompanied by a series of communication activities of the project.
The activities of the consultancy included:
1. Launch of the Plan (solemn session) with speakers from other regions explaining successful cases of the cluster policy for a public of business and institutional leaders of 80 people;
2. Identification of the clusters;
3. Characterization of 10 Clusters; which are health services, educational services, construction, wholesale of fresh food, baking, auto parts, logistics and transport, fashion industry, ICT, Tourism.
4. Prioritization of 4 of the 10 Clusters; These were health services, information and communication technologies, the fashion industry, and educational services.
5. Elaboration of the Strategic Plan to execute the policy of clusters in the city in the next four years and with the participation of the main entities of the city and the state.
6. Implementation of the Communication Strategy - activity transverse to the whole process of preparing the plan.
At the beginning of the project the communication identity was created defining the name Teresina Competitiva and also creating slogans, then banners, panels and invitations. In each phase of the project there was communication with newspapers, radio and TV through a press consultancy.
A final event of presentation of results and official launch of the next stage of the Teresina Competitiva project was held with the mayor, representatives of the main public and private institutions of the city and the State, as well as representatives of the four prioritized clusters.
