From April to November 2025 we developed the Innovation and Entrepreneurship Ecosystem Development Plan (PDE) for the Huánuco Region.
This project is funded by ProInnóvate and implemented by the Hermilio Valdizán National University of Huánuco, which plays a fundamental role in human capital development and the promotion of R&D&I&E in the region.
Other institutions involved in the project's steering group include:
- The Huánuco Regional Government, which promotes socioeconomic development and funds business initiatives;
- The National Agrarian University of the Jungle, which also develops human capital and promotes R&D&I&E;
- The Provincial Municipality of Huánuco, which promotes business development;
- The Huánuco Chamber of Commerce and Industry;
- The Leoncio Prado Provincial Chamber of Commerce, Industry, and Tourism; and
- The University of Huánuco.

The overall objective of the project is to develop a development plan for the Innovation and Entrepreneurship Ecosystem (PEE) of the Huánuco Region.
The specific objectives are three, as per the Terms of Reference, plus one contributed by the consulting consortium:
✔ To develop dialogue sessions or workshops with ecosystem stakeholders to identify common interests, needs, and challenges, and to reach consensus on strategies for revitalizing the regional innovation and entrepreneurship ecosystem in the region, with the aim of strengthening regional identity, promoting a culture of innovation and innovative entrepreneurship, and forming networks of entrepreneurs and innovators.
✔ Table 1 for the diagnosis of innovation & entrepreneurship and economic realities. Duration: 1/2 day.
✔ Table 2 for strategic definition. Duration: 1 day.
✔ Table 3 for governance and implementing entity, policies and programs, and communications plan. Duration: 1 day.
✔ Table 4 for the development of the action plan. Initiatives are identified and prioritized. Duration: 1/2 day.
✔ Table 5 for the development of the action plan. Second prioritization and definition of initiatives. Duration: 1/2 day.
✔ Table 6 for extracting lessons learned. Duration: 1/2 day.
✔ Conduct a mapping and diagnosis of the Huánuco region's ecosystem in terms of:
✔ Diagnosis of innovation capacity,
✔ Diagnosis of innovative entrepreneurship,
✔ Mapping of potential sectors within production chains and clusters, and
✔ Diagnosis and analysis of prioritized sectors, including innovation gaps within the chain.
✔ Formulate a Regional Innovation and Entrepreneurship Ecosystem Development Plan (PDE). The Development Plan includes:
✔ A strategic plan with a territorial focus for the region.
✔ A governance proposal.
✔ An operational and sustainability model, including a proposed implementing entity.
✔ Policies and programs.
✔ An action plan and proposed projects to be implemented, aligned with objectives and gap reduction.
✔ Communications plan.
✔ In line with the methodological principle of learning through the process of construction, it is important to mention that the consultancy has included, as a fourth objective, awareness-raising, motivation, and knowledge transfer as a cross-cutting process in the execution of activities.
The project has an implementation schedule of 220 days, over 32 weeks, and began on April 1, 2025.
The project is being implemented by a consortium of five national and international consulting firms specializing in regional development, strategic planning, and innovation and entrepreneurship ecosystems.
